Strategic Plan for Economic and Workforce Development in Contra Costa County

The WDB's 2013-2017 Strategic Plan guides activities related to economic and workforce development in the East Bay region. This plan supports a five-year Workforce Development Plan for the State of California. Through the planning process, the WDB was recognized by the California Workforce Investment Board (CWIB) as a high performance local workforce board.

An important part in creating this Plan involved gathering input from a wide array of groups and individuals within Contra Costa County and the surrounding region whose unique knowledge and experience helped inform the strategic planning process and improved the end product. These groups included business, government, education, labor, community-based organizations (CBOs), and other key constituencies.

Through the responses to this survey, as well as input coming from a variety of other sources (research reports, interviews, public meetings, and focus groups), the WDB developed a Strategic Plan that addresses the following goals and objectives:

  • An economic and workforce analysis of Contra Costa County
  • A Business Service Plan that integrates local business with overarching workforce initiatives, such as job creation within targeted industry sectors
  • Workforce development strategies for adults that link education and career pathways to increased priority sector employment opportunities
  • Workforce development strategies for youth that ensure access to education and training opportunities, particularly youth facing barriers to employment
  • Strategies that support the creation, growth and sustainability of local small businesses
